The quotation has been sometimes wrongly attributed to Cromwell, in which context it is used to demonstrate Cromwell’s understanding of the need not just to win the war, but to do so legitimately; this viewpoint accords with Sun Tzu, who states ‘The Moral Law causes the people to be in complete accord with their ruler, so that they will follow him regardless of their lives, undismayed by any danger.’
